The war has entered a "new and different phase", said UK Foreign Secretary Liz Truss, after the meeting of the NATO allies.
Truss said there was now "a more concentrated Russian offensive" in Ukraine and NATO had agreed to supply new and heavier equipment to combat it.
Speaking after foreign ministers meeting in Brussels, Mrs Truss said: “Putin has changed his tactics but not his purpose. He wants to control all of Ukraine."
She previously said the UK would "increase" its supply of arms, but has yet to detail what that would entail.
